Perhaps it's a government-mandated filter which happens not to be
EDNS0-aware?

The traceroutes don't look too bad, except that on the networks I've
got access to, there are not as many hops inside Godaddy's network.

Just to clarify, you get an answer using

dig +norecurse @ns33.domaincontrol.com. replacementservices.com.

but not using

dig +norecurse +dnssec @ns33.domaincontrol.com. replacementservices.com.
